Actually, I think you're wrong. I can summon a fleet to Molden Heath, but nobody wants to go to MH, because there's no chance of combat. Many EVE players want good fights, and the current PC 1.0 system doesn't create those. The more people have in space to defend, the more people will come to attack, and the more the defenders will have to do. It turns what is otherwise and currently a "here, come take a potshot" mechanic into a full-fledged engagement with the enemy.

We have, in fact, brought a fleet down. (And yes, I'm referring to the EVE alliance, not our DUST alliance.) They were bored, so they went home. Under the pre-1.7 mechanics, orbital support was pretty few and far between for any corp we engaged in PC, because the fun just wasn't there. The new mechanics show more promise, but with no meaningful benefit to EVE for PC, nobody wants to muster any sort of orbital forces still.
(On the flip side, the LP rewards for the new FacWar orbitals have people really freaking excited.)
PC 2.0 stands to put juicy targets in space, meaning both people wanting to gank them, and people willing to step up and defend them. It's a huge opportunity for more integration, further interest for EVE players, and finally, with any luck, a system that is close to prepared to leave Molden Heath.

I think weapon customization is almost a natural guarantee of something for us to get, the question is when CCP will actually do it. There might be some feasibility concerns in the current engine with customizing the weapon models and maintaining the already pitiful performance we have now. Ideally, I could see a scope/sight socket and some sort of special mod socket on every gun.
