The best advice I can give you is leave the old character alone for a few weeks to a month. Don't do ANYTHING to it.
Use your new character. Use the free SP to skill into a bunch of weapons at STD level and see which ones you like. Not all the weapons have militia counterparts and are definitely not on your starter suits. Realistically just going with the 4 racial rifles is sufficient as everything else is pretty inferior in comparison for the moment. But, if you want to be thorough, you can pick 3-4 differnt weapons, use them, then delete that character and start over with the next 3-4, repeat till you've gone through them all.
Play around with militia suits, assault, heavy, logi. Decide which ones you like.
THEN do your research and spend your SP. Regardless, go with core skills first, and the weapon/suit you like. Spent well, that 10 million makes you immeditately competitive in terms of gear.

I'm definitely going to fool around with the old character but without allocating a single SP until I figure out what my likes are/what I'm good at and so forth. The suggestion to spend the time researching the matter was key... not to whine at all, but I just didn't want to invest all that time right away since I did that last year... only to constantly get destroyed and eventually just walk away... OK OK I'll stop...
I will admit here, as I felt a year ago, that the concept of Dust 514 is freaking stellar imo... Hoping this time around I'll be able to survive more than a few nanoseconds. Ha. Wish me luck :)
Join a corp, too. There are specific learning corps, like d-UNI and others, or established corps with veteran players who can guide you along the way.
Shameless plug: Feel free to message me in game as well, my corp is small but more than half of our members have 15 million SP, and probably at least one person in each role with 20 million +.(pretty sure most of us are over 30 in age too, I think the only under-20 players are other members kids, lol)
