Pretty much this.
Good luck though, Nyain San has essentially denied a large percentage of the play area from everyone else, and the funny thing is, they don't even have to lock their districts to do it.

Knight Solaire is right. Your best bet is for everyone on your team to manually set your location, so that, at best, it should be a 50/50 coin flip who gets the lag. But I'm not sure if in a tie it'll favor attacker, defender, or random.

Side note: Boss mode respect for this, guys. I mean, it's not that you really need to lock districts, since nobody bothers trying to take them, but I'm glad there's a few corps that still leave their districts online.

For once join a corp going against your corp and see for yourself the lag in the city when the frame rate drops to 6fps, then try to have a "fair shot" at trying to take those districts.
The lag against Nyain is caused because you're playing on Asian servers. It doesn't matter what side of the fight he's on, he won't see lag, because he's probably also on Asian servers. Take a geography class or something.
You can't separate the servers in New Eden, it would fundamentally remove the point of this game being this game. As it is, public matches run separately for different regions, but it's impossible to do for matches that affect the landscape of New Eden. One Universe, One War doesn't work... if it's not one universe.
