Is the CPF that background facility or is it an actual map? Because I've seen something that resembled a caldari version of a giant mechanical whale in the background and assumed it was that. Basically if it's not a map you can walk around in it did make it in the game, at least for a short time but I haven't seen it recently.
I've seen posts by devs saying 1.8 won't even be released this month and that seems like a long time to be working on hotfixes. I'm predicting something at least bigger than 1.6, maybe something like 1.3 or 4?
I also wonder if they're going from 1.9 to 2.0 and basically coming out with a new version of the game like uprising or just going into a 1.10 kind of thing, if they are planning on a 2.0 I'd imagine that's when they would want the game in working, presentable, new player friendly condition and be able to start advertising the game on a larger scale again, which would mean big changes could happen by then.

There's no info on 1.8 at all, and the devs won't be talking about it for quite a while. I think the rumors you're hearing are purely based on speculation that, since 1.7 was a vehicle patch, 1.8 "has got to the be infantry one",
Absolutely fair, I don't think I've missed any announcements on 1.8. but people did bring up valid points that they wanted infantry rebalancing to be in 1.7 or 8 and 1.7 was used for vehicles so I'd expect 8 or 9, at least if the new executive producer is doing his job right.
