My preference is to refund the specialised skills (i.e. Caldari Assault) but leave the basic frame skills.
Full refunds encourage FOTM bandwagoning to an unacceptable extent, IMO.

You know, COD could be open world, just as easily as Dust could be. If players could drop into any district whether there was a battle there or not, you have the beginnings of open world. Start adding a reason to drop into empty districts, then start adding intel tools to scramble a defense, and the OW ball starts rolling.

Thanks for the response.
Personally, I think you're still too optimistic; I don't expect anything that would require new 3d modelling. (variants would be okay, i.e. reskinning flight frames for pilot suits, or adding weapon variants like assault plasma cannon or whatever).

One thing that's noteworthy about noob ships is that they get flat bonuses that aren't dependent on skills. Perhaps starter suits could have something similar.
