I very much doubt that CCP would bring in the other racial commando suits without bringing in the rest of the racial heavy suits.

The PLC is looking grim. The DoT effect seems like the best way to balance it vs vehicles while not making it OP vs infantry.

I thought of that, but CCP Logibro mentioned the word "skills" as plural, not bonuses.

The commando comes with two skill bonuses, thus skills. This is definitely what was meant. No reason to torture yourself for something that is not in the cards anytime SOONtm.
