Seriously, the running for CPM thing is stupid until CCP locks down how they're going to do the election and announce looking for candidates.

It is the responsibility for the CPO0 to help CCP figure out how to run the elections because... well... Eve style elections are impractical due to the nature of the PSN accounts in a free-to-play game like Dust.
This might be the first iteration of the actual elections. My guess here is that voting will be based on a popularity contest of sorts where many candidates will be vetted by the forums first so that the number of candidates will be reduced to a smaller, more manageable number and then CCP will come in at the end being the final authority to see which of the remaining few can become members of the next council.
Having an Eve-style election system is impractical because Eve uses a subscription system to allow players to cast a direct vote. This way despite one player being able to make more than one account with each account counting as a vote, the number of accounts that can be made is severely limited by the size of the player's wallet. This mitigates potential voting exploits and thus makes it practical for Eve players to directly vote without CCP being the final authority.
In Dust however, a single player can make an infinite number of accounts without having to worry about the size of their wallet thanks to two factors: the free-to-play model and the nature of the PSN accounts. As a result, direct voting without CCP oversight will open the doors to extreme exploitation of the voting system.
This is why I'm guessing that voting based on popular vote with CCP being the final authority seems like the best course of action.

Maken, EVE voting works by "he who spends the most money gets the most votes" since each vote is a paying EVE account.
All CCP has to do for DUST, is require a certain amount of money invested in the game before allowing an account to vote. Which will make it impractical for people to stuff the ballot box much.

That might be another idea that could work. But what would be the threshold of the "certain" amount of money invested needed to be able to vote? $20? $50? $100? $1,000? Also, would this be the total amount across an entire year or would it be something that is tracked monthly?

Honestly, Maken, if an account has put in a merc pack, $19.99, give 'em a vote. Sure, I've spent 20 times that on DUST, but on one character. There might be some people with two or three accounts that would qualify at that tier, but with thousands of votes in the mix, is someone really going to spend thousands of dollars to buy the election?
