I'm not completely sure yet but i think the WP counter might be a bit off i had someone who finished 3 days ago and no BPO's so i had him relog'd and get 10k more WP's and then the BPO's showed up. I will make an alt to be your recruit. There is a new condition that needs to be met because CCP's war point counter is slightly off you have to get a new recruit to 105k WP's inorder for this to work.
