If you have good skills and are good at using the arc it is good at AV. I use it all the time, I use a Amarr advance logi with two advanced prox, advanced PLC and either flux or AV nades. It is a bait game with the PLC because you either have to guerrilla style jump them or lure them into your kill box. If you have different tiers of prox mines on your suit then you can deploy up to nine at the advance tier when you include a set of standard and a restock while carring three on a logi and could be more at proto levels
I try to find a choke point that is a common path and set out my mines in small clusters or I will mine a road by deploying mines as fast as it will let me in the middle of the road. The mined road is better for LAVs and the the small clusters are better for HAV. Find your choke point and deploy your mines, now move down the path the opposite way you want the HAV to travel. Stay in that area with your PLC ready and let the HAV pass you a little bit. Dash out from behind cover and shoot the HAV with the PLC. The HAV will either stop and fire or run towards the prox mines
If the HAV runs then chase after it with the PLC because it does good damage if you can aim well and throw all your AV or flux as soon as you fire and hit with the first PLC round (and are close enough to hit with nades) because of the reload time. Until you practice some you will die often so start out with standard gear and work your way up depending on your skill at doing it. Now that your nades are out you can only hide and reload the PLC or reload while dodging large blaster fire.The mines should finish the HAV off when it runs
If the HAV decides to stop and fight then use all your nades and the PLC in the same fashion as above except that now you are going to jump in and out of cover using the cover time to reload and the fight time to shoot the PLC while trying to lure them towards the prox by acting like you are running from the fight. Don't run from the fight. You're going to die in that suit in short order so fight the vehicle. It works but it takes practice, patience and some ISK. The mines should finish the HAV off when it runs. If you carry flux with you then you will do better against a shield tanked HAV and AV for armor.
If you die the prox stay on field and the mines will get you points. Some pilots use a scanner and can see the mines, This is good sometimes because it give you time to hit them with the PLC and the high alpha scares them into run mode while your reload, after the second shot you need to rush with the nades because of reload time.
Sorry for the long post and I hope it helps. I pop at least one vehicle per match on average so it does work. However if the pilot is good then you don't sand a chance and if they have support you are screwed unless in a tight squad. Good luck and have fun. Don't get discouraged and experiment with it.
