Because of our equipment.
My Repair Tool has the same CPU/PG as an ADV weapon.
Try fitting an Ishukone Guaged Nanohive, Lai Dai Flux Repair Tool, Wirykomi Nanite Injector, and an Imperial Flux Drop Uplink on your Assault suit and get back to me on that.

While I do enjoy running Scouts, I can guarrantee that making Logis a Light Frame is a terrible idea.
What happens when you need to rep someone in a gunfight? You'd last about .25 seconds.

Why would it discourage them? Nobody is dumb enough to run around with base HP.
I don't fancy forcing Logis to play the role of Scouts. Why would a Combat Medic be hiding around in the shadows hoping that they don't aren't graced by the one of the ever so potent rifles?
You can't brick tank anything when you have the CPU/PG of a Starter Fit, while having low amounts of slots.
Making Logis a Scout is a terrible idea. Do you really want to force people to play as one of the most terribly underpowered roles this game has ever seen? That's a complete step backwards.
I vote for nerfing CPU/PG to all hell, but giving logis an extreme fitting reduction to equipment.

To be as effective as possible, yes you do need all proto equipment.
But hey, let's "budget" like you said. Next time I hop into PC or FW I'll just bring a Militia Repair Tool.
