Bottom line is that the community has carebeared the issue for too long. Here is my stance, it is below a cheap tactic. It allows you to hold land without fear of losing it. This destroys the ideas behind PC. It will no longer be tolerated.
Locking more than 50% of your districts with friendly attacks or habitually locking your districts with friendly attacks will not be tolerated. If you are locking more than 50% of your districts, you can consider any blue status NULL AND VOID. Failure to stop locking districts within 72 hours of OP will earn you red status and your districts will be attacked when/if they come online. I DO NOT CARE WHO YOU ARE FRIENDS WITH OR IF YOUR ALLIANCE HAS BLUE STATUS WITH GOD HIMSELF. This is the cheapest of tactics and should not be tolerated by the community.
After the 72 hour grace period expires, anyone that participates in attacks can do so without the fear of it affecting alliance standings. I would appreciate the community supporting this movement. We need take action ourselves if CCP is slow to act. If you manage to snipe a district and get an attack on it, please let us know and we will provide as much support as we possibly can.
If anyone can give us assistance with getting districts sniped after the 72 grace period, it would be appreciated. Please give the named corporations 72 hours to comply before you launch any attacks.
Current known offenders(if you are mentioned and your districts are under hostile attack, please advise):
Pradox One (All districts locked with friendly attacks, known district lockers) Valor Coalition (All districts locked with friendly attacks, known district lockers) Fatal Absolution (All districts locked with friendly attacks, I honestly am surprised, you guys are good enough to hold your own against anyone, why lock your districts) KEQ (All districts locked with friendly attacks, known district lockers) Titans of Pheonix (All districts locked with friendly attacks) War Ravens (88% of districts under friendly attack)
Corporations that have complied since OP: The Third Day Hey, look at that. Something we actually agree on! District locking is almost as dumb as PFC. Down with the district lockers! what I agree with dark legion wow this most be a bad thing DOWN WITH DISTRICT LOCKING SCUM!!!!!
What?! I agree with SVER?! Wow, a dark day indeed! :)

Skittles McDuckett wrote:To clarify things: When the war started, ALL of our districts were attacked with large amounts of clones. We won some battles and lost some. When we got a win in, we locked districts we won on to cover clone regeneration. Once we had 300 or more clones on a district, we stopped locking the district. The districts went back online again during the war and they were attacked again. We went through several of these cycles during the war. This was a valid tactic. We were not abusing the system by locking with a friendly attack and no-showing it, guaranteeing that we got the money (36 mil, we capped the points and we lost the 36 mil) from clones packs back.
The issue with locking districts arises when it is utilized as a tactic to prevent ANY attacks for prolonged periods of time. Locking districts to cover things like a holiday or a short period of time that you will not have the number to field a team is acceptable as long as you are not abusing the mechanic to get all your isk back. Taking a district out of circulation should have monetary consequences(just like a standard lock takes away a clone regen).
I have the utmost respect for FA. They are a good group of clones and are great opponents. I pointed this out in the OP, this is not meant to turn into a flame war. I am attempting to point out abusers of a game mechanic and gain support from the community for our movement.
Haha, i call bullshit. District locking in any form is pretty stupid, especially when you have multiple districts. But keep justifying your actions DDB, cause the sun shines out of your *** ;)

I'd like to say now I finally get why Molon Labe stopped locking all their districts. I couldn't figure it out. Good thing you guys are so close and gave them the heads up so they could stop locking all their districts before this thread. If you're actually going to try to do this you should try to take their districts for the amount of time they abused this mechanic. Watch out for Fussion Commander.
Still, CCP needs to fix this, it's too much hassle trying to jump in on corps locking their own districts.
