CCP, you need to act on exploits. Whether they be battlefield combat exploits, district locking exploits, etc. I don't need to specify them, you know what they are.
In EVE, game-breaking behavior is announced as an exploit, and users of those exploits are targeted and banned.
Stop being afraid to police this game.
Announce exploits. Ban exploiters.

It wouldn't be so bad if it wasn't incredibly profitable to exploit. The way this game is operated, our alliance is nothing short of incredibly stupid for NOT exploiting. As is the case for anyone else not exploiting.
It's not just district locking. It's equipment spam to create lag (a similar behavior using cans and drones in EVE is a bannable offense), it's people using bugged weapons intentionally. It's all of it.

There's a big difference between playing the sandbox (scamming, backroom dealing, etc.) and exploiting the sandbox (literally abusing server faults), and that's the difference EVE players understand, and DUST players don't.

CCP would be insane to not have direct control over who can and can't access Tranquility, as to put that in the hands of Sony would be putting the entirety of EVE Online in Sony's hands, and I don't think CCP's *quite* that dumb.

In EVE, an unfixed bug can be declared an exploit by CCP, and people will be banned for using it until such time as CCP manages to fix it.

When there are eight nanohives stacked on top of each other within a meter of a supply depot, it's pretty likely equipment is being spammed to create lag.

Jihad Jeeps are good strategy. There is a cost, a risk, and a reward for doing it properly. It's the sort of crazy thinking that our universe is proud of. REs stick to vehicles, vehicles blow up on contact with other vehicles, this is smart gameplay.
Exploits are not use of game mechanics. Exploits are use of bugs or clear holes in game mechanics. The melee glitch is an example. Using modules that "somehow" ended up giving tanks ten times the speed buff they were supposed to provide is an example (militia overdrive). Things that unfairly exploit bugs in the game for an advantage. Exploits are clear, obvious uses of mechanics that completely unbalance the game and ruin it for everyone.

Draco, we've certainly used alt corps for training. And there's nothing wrong with that. The problem is that the current exploit allows alt corps to lock a district at no cost, by neither team joining the match. This means they aren't using the district for anything, they're simply refusing to allow gameplay on the district at all.
In the intended design, alt corps attacking are fine, but it has a cost. Unfortunately, players have discovered that if neither team spawns in, the game refunds the money, and there is no cost to district locking.

I don't think making DUST "open world" will make it better. "Make it PlanetSide" isn't really a solution.
As it is, timers are an incredibly protectionist system designed to let people have real lives. Their corp only has to worry about being attacked for an hour a day. But it can't suit gameplay to create a system where you can't get attacked at all. Almost anything is better than that. Because without active fighting, what's left for a first-person shooter to have?
