No, as you have reached your purchase cap you can no longer purchase any tickets on your account regardless of it being for someone else. You can however send him ISK directly to his character and ask him to purchase tickets with it, or use the tickets you have currently amassed and are currently building through challenges to offer for transfer.

Can I claim my own challenges or is that a no-no?
Also, I think one of the challenges is impossible, namely "kill a Tank with a Dropship via direct ramming." You bounce off the tank, doing no damage to them, going to 0/0 yourself, and the instant you touch the ground you explode. Tried 5 times. Managed to get it on video once.
I don't have a capture card. What I do have is a cellphone camera mounted on top of a whiskey bottle (seriously.) Will that quality work for turning in the other challenges? |

Yes you can claim your own challenges. However, in those cases I will not accept the video if it doesn't satisfy these criteria.
- You must open the XMB (PS Menu) so i can verify the Date and Time that video was taken to avoid cheating by posting old videos
- Videos can be recorded with every kind of camera (Cellphone, Digital Camera...), but i have to be able to recognize the time in the XMB, the killbar, and your own character name.
As for what you showed with the last video. That quality is perfectly fine (nice job on making that work). When it comes to kill based challenges it's paramount that I can see the scrolling kill tags.

Target: Little TimmyGÇÖs college fund.
Goal: Add up all non-module, non-starter BPOGÇÖs you have. This includes: Raven, Sever, Valor, Dragonfly (Assault and Scout), Dren (Scout, Assault Logistics, Heavy), Militia BPOGÇÖs (like the Skinweave), Light Weapons (Shotgun, Assault Rifle, Sniper Rifle, Swarm Launcher), and Sidearms (SMG).
How to claim: Pictures or Video of all acceptable BPOGÇÖs.
Joseph notes (For JadekGÇÖs consideration): Modules do not count as they use to cost about 50 cents apiece so you have people with 10 of each Militia Module. I also wouldnGÇÖt include Templar stuff as that doesnGÇÖt show up as a bill from Sony and could have been bought with ISK. Recruiter stuff also left out. All up to Jadek's discretion.
Reward: 10 tickets, probable grief from the community for being that big of a nerd, and silent praise from CCP for supporting their coffers.

I am doing some editing on the video, mostly putting in scenes of me doing the challenge and failing and muting a certain points because I was.... angry a couple of times. |

30 tickets for a winner take all makes more sense. The challenge was about 10 different things before I came across the Tera Nova article. I just forgot to change the ticket amount. |

How to Claim: Video of you 'helping' a friendly Scout by shooting at the enemy they are trying to kill, causing the enemy to take notice that there is something in the area. Video must show the Scout being killed by the enemy.
Reward: 5 tickets for proof of video. 7 tickets if you can prove it was an advanced suit and 10 tickets if you can prove it was a Prototype suit
Forerunner bonus: +50% tickets, rounded up (8/11/15). No negatives to those that come after (5/7/10).
This has happened to me like 11 times so it should be pretty easy to do.

Challenge:Body Cavity Bomb
Role: Anything with remote explosives
Target: Medic and Friends
Goal: Kill an enemy with any kind of weapon but not anything that would prevent needle resurrection (explosives and headshots are right out). When they are down, throw a remote explosive on their corpse. When an enemy medic runs over to raise them (must have needle in hand), detonate the bomb. Time it right and you can get them both!
How to Claim: Video of the event.
Reward: 10 tickets.
Forerunner bonus: 3 bonus tickets (13 in total). Subsequent claims will yield 10 tickets but no detriment.
Challenge: Toro! Toro!
Role: Matador de toros
Target: Jeeps
Goal: Despite living in the Southwest U-S-of-A, I have exhausted my Spanish. Anyway, the goal here is to throw remote explosives on an enemy jeep as it is trying to run you over. Sidestep and toss remotes on them. Detonate the explosives to kill them and the jeep. The Remote must be placed as it is trying to run you over but you get out of the way.
How to Claim: Video of the event.
Reward: 15 tickets.
Forerunner bonus: 5 bonus tickets (20 in total). Subsequent claims will yield 15 tickets but no detriment.

Target: The Souls of the Damned
Goal: Reap the Souls of the wicked by sending them directly to Hell! Using a tank, fit turrets so that blueberries jump in. Situate your tank underneath a low roof, open the map, exit the map, and laugh maniacally as you and your victims take the express elevator to Hell! Fall through the map with your victims in tow.
How to Claim: Video of the event
Reward: 5 tickets per unique Soul taken to Hell. No, Satan does not count as a Soul...
