You're a bit incorrect in the numbers.
The 3k-4k players you see in that website is not per day. It's for any given time of the day. Remember, there are 24 time zones around the world and not everyone is awake right now while everyone else is either at school or at work. You'll often notice during the early hours after downtime that European players dominate the server in terms of population before the American players take over 5 hours later as one example.
Assuming the stats are updated hourly, that would equate to about at least 72k-96k players online on any given day.

That's technically an exploit and CCP will likely catch them and ban them. CCP has dealt with these sort of players before in Eve Online who did this kind of thing and often times they wound up getting banned while the ISK they acquired through this manner got confiscated by CCP. Keep in mind that CCP can monitor your transactions within the game. There is not a single ISK in the market that doesn't get traced back to as many as players as they need to catch who commit illegal RMT activities. They mastered the art after 10 years of development. They even have their own security team dedicated towards hunting down RMT rings and they've gotten good at it over time. Those people making throw-away alts for this purpose are probably new to the game and don't realize this policy yet or are probably conducting an experiment.
Often times, the experiment proves to not be worth it. The effort needed to make a new account which needs a new email which means one more hassle to go through is completely disproportionate to the amount of returns you gain from it. Too much effort for so little is the result. It's much more efficient to just simply play a few matches on one account using the free starter suits.
According to DustBoard [courtesy of Chribba] there are currently 4.9 million characters in the game. Assuming every account has 3 alts, that brings the number to about 1.6 million accounts. But that still doesn't account for players who make a handful of extra accounts. Let's assume for the sake of argument that every account holder has like 12-alt accounts. That reduces the overall number to about 130,000 unique players which is about right given the age of the game and the fact that Eve Online started out with roughly less than that back in 2003.
