From what I gather the dynamic, in theory, was something like this.
Back when heavies were the foot soldiers of death and mowing down anything in sight. What killed them was what wasn't in sight. The scout. Ample and deadly on his/her feet. The scout would great the heavies jiggly bums with a shot or a pair of nova knives. But they excelled in holding their position. Accompanied by a logi they were nigh invulnerable.
Now a heavy would mow down a legion but at the cost of well...cost. So you didn't often see a battalion of heavies, as such the idea of assassin was actually verified. Killing one of these suckers a few times would result in them using their medium frames.
However compared to the Heavies, medium frames had numbers on their side. Sure you can get one as a scout, but does that mean you'll get all 6 of them in the surrounding area with your beach ball sound simulating blunderbuss.

Mediums were the everyman. Not a specialist in any regard just a reliable multi purpose suit.
Now the scouts. Scouts were sent in to do obtrusive tactics. We are the ones that hacked a recently hacked objective. Were the ones that annoy with pop shots and disappear giving our team mates enough time to flee/flank/whatever. We are the ones that clear a room of unsuspecting and lay the foundation for a proper breach. If you see us we are supposed to die in non CqC related areas.
Another specialized role. Meant for taken out targets that are a threat to our goals. However the risk was always extremely high as our defenses are actually paper mache.
That balance isn't as strong as it used to be, but it's still there. People how have specialized in their roles still see this and are quite effective at the task.
But now the everyman, the medium frames are taking the tasks the other two had with ease. |

People misunderstand that scouts are LIGHT FAST AND ARE MORE FRAGILE THAN TISSUE PAPER. Not some med suit with as much health as a heavy and less speed. with a scanner.

True enough, the problem that a lot of scouts are arguing is that the specific bonus that are attributed by their role are being trumped by medium frames that in cases can do just as well or even better. Do you know the trauma of being chased by a logi with a shotgun, running faster than your scout trucking any damage you're dishing out?
Heavies are also more or less in that boat. As a former I used to feel I could hold an objective by myself if I have to, or at least mow down 10 of them. Heck going into an objective and noticing a heavy guarding a point would make me second guess my actions. Now it's more lax. Some like I said still excel at their roles. Those who haven't abandoned the specialized roles and stuck through with every nerf/buff that had to be endured.

Scouts are still fine if you use them as scouts, and not light assaults like everyone seems to want them to be.

If you are a good scout, alone you can make all the difference on the battlefield - fast hack, uplink deployment, and the never discussed gem: taking out enemy uplinks. Get in, get out, leave a cleverly hidden access point or two for the meds and heavies, work the approaches and back stab. Get caught, and you're toast most of the time. There's no shame in running away...that's why we're fast. |

scouts beat heavies, I don't know about other scouts but heavies don't die... they become mildly annoyed and I die even from behind.
at least for me my most successful scout endeavors have been point defense. as soon as you start to hack anything they know where you are. if they come to you on the other hand they have their security blanket scanner, relax in for an easy hack and boom scout form nowhere.
king of the castle tactics work okay as well. simply claim building the closer to an enemy point the better that is your castle. don't hack anything because it gives you away. everyone that ventures to close to your castle dies or never finds you. only shoot what you can kill. I had one dude looking for me for like 5 minutes while I picked off other people it was some of the best fun I've had in the game.
