I filed a bug report, there. Core Grid Management says that is increases the recharge rate of modules when in reality, it slices off the percentage of time directly from the cooldown. Effect? If the description is supposed to be correct, cooldown times for modules with this skill are too fast. Either that, or the skill description needs to be rewritten.
The clearest example of what's happening; adding 100% to recharge rate halves the cooldown time. That's how the skill says it will work. Instead, it takes that 100% and removes it from the cooldown time itself, which would null it out. Obviously, you cannot get the skill beyond 25%, but that example shows the difference. The biggest difference would be applied to tanks cycling hardeners. With current functioning, 2 Complex Shield Hardeners can be cycled with 60 seconds up, 15 seconds down. If it worked like the description said, we'd have 60 seconds up with 18 seconds down. 3 Enhanced Shield Hardeners run indefinitely. If it worked like the description said, there'd be a 4 second gap after every full cycle.

It says it increases recharge rate, it decreases recharge time, not mathematically the same at all. CCP can figure out what their intent was and either fix the description or the skill if it's a bug.

True, in terms of likelihood, it is more likely that they "fix" the description than change the skill, SoonTM. I asked CCP Pacifier what he thought in DevHangout and he was "too smashed" to answer how it should work, haha. I guess hoping they'll change the skill to match the description is wishful thinking; it would effectively be a small, but welcomed, nerf to the ridiculous cooldown times. Most players never noticed and simply thought recharge rate = cooldown time reduction, so they'll probably change the description/not change the description and no one will care.

However, this is more like if flaylock's stats said they did 100 less points of damage a rocket than they really do.
