If I remember correctly, I cannot recall a single skill in EVE that didn't do anything. The only skills that didn't have any bonus were the ship operation skills (racial frigate, racial cruiser, etc), but they still did something at each level because each ship had a bonus per skill level for that specific skill. So for example, the Abaddon would grant 4% armor resistance per Amarr Battleship level.
Skills that simply unlock stuff need to go. Give me a reason to get repair tool operation to level 2 or 4. Give me a reason to get HAV beyond level 1. Otherwise you might as well just combine the skill levels for those skills. Level 1: STD, level 2: ADV, level 3: PRO, while keeping the same SP costs from STD to ADV to PRO and ending skill progression at level 3.

Can someone make a list of skills that do absolutely nothing or give you access to something Yeah, I'd be happy even with a 1% bonus.

@shadow: tech 1 ships in EVE aren't specialized either, but they get racial bonuses for the appropriate operation skill.

Cybernetics are for implants, which do indeed also alter attributes. But the only implants in Dust are SP boosters and FW boosters.
Although jury rigging and cybernetics don't provide any bonuses themselves, they still provide indirect bonuses through a limited amount of rigs/implants. I see them as copies of other skills that further enhance attributes, except you can only pick a few of them to affect your ship.
Like I posted earlier, there are 28 skills in Dust that do nothing to enhance your attributes. Unlocking higher tier modules doesn't count. In EVE, you get tech 2 modules at level 5 that provide better bonuses, same as the tiered modules in Dust, except that the appropriate skill also enhances a specific attribute.
