So, from the blog with Remnant:

So to which suits do you think these bonuses correspond to? I would say less shimmer is for minmatar, with its melee bonus, it's an assassin thang. |

I doubt the Minja would get both a bonus to cloaking and nova knifing.
Either bonuses will be redone completely or it will apply to new scouts.
Would be awesome if it was the beginnings of tiercide, but my hopes aren't high. |

As a guy skilling into scout that would be pretty awesome! Min Scout is a lot of fun.
With a cloak... 
Remove time in battle from ISK payout formula and provide a bonus to winning team... Watch battles become fun again.
