In DUST the Djinn were supposed to be the elite members of HS or some sh!t like that.

DJINN tags are in a lot of corps nowadays and all it means is they're former/current hellstorm.

Back before corps were a thing, there was a player called "Helstorm Merc." He would go around fighting with the best of them and collected some good friends. When Corporations were introduced Hellstorm was founded. While skill resets were still abundant they created names that started with "DJINN" to show dedication and loyalty to the corporation. In closed beta it was a voting body of the psuedo-democracy that was ran in the corp. As January 10th, 2013 approached more people started using the name. Around February was the last of the DJINN names made for the purpose of it being a clan tag.
It was supposed to stand for loyalty and dedication to the corp, lots of posers made DJINN names, 2 people got kicked out of the corp, and a few left for other corps. Mostly those people were loyal until the drama-maelstrom of July'13 hit. By august the CEO left the game as did the entirety of Hellstorm Inc's PC team.
There are like 5 people out there with DJINN names that are actually good and only 2 of them play at least once a week.

I actually love it when corps/clans show dedication like that.
I have my first Clan's clan tag built into my PSN. After we parted ways (school and playing different games) I still kept the tag. I like to remember my roots. I still run into other members of the clan too

Correct, and it's part of the reason they are no longer a major force.
Total bozos with DJINN in their names had more influence than anybody else in the corp, regardless of merit.

Looks like appia already explained it :/
Ah well. Yes the DJINN tag was a mark for loyalty. As well as a vote in Hellstorm. The voting system was a bit more complicated but I don't feel like explaining it. Hellstorm had a website with a bunch of lore, so the tag actually had more meaning than just a mark.
Basically it's all former members of Hellstorm. Nowadays you'll probably find the most DJINNs in AE. Well at least the good ones.
