I think not. It's the price to pay in order to spec into anything. Everything is unconditionally able to be changed and re-purposed as CCP sees fit. Every skill, every weapon, every suit, every animation.
You will only ever get refunded when something is removed or when an entire section is being remodeled.

The TAC was once heralded as one of the most feared Plasma Rifle variants to encounter, as its rate of fire, damage, range, and clip caused it to be able to outperform everything that it encountered. Time passed and all the things that made the weapon feared was stripped from it due to abuse. There's a few of us that remember this and I'll be blunt: **** happens. People that was honest with using the TAC and mained with it were heartbroken about it, but they got over it. It's one of the "lesser" variants now.
I mentioned the TAC because it's in a comparable place to SLs.
I'm going to correct you about differences between SLs and HAVs though, so prepare yourself.
The entire skill tree for the HAVs was changed. Skills moved, removed, repurposed, remultiplied. 1.6's vehicle skills are nothing compared to 1.7's vehicle skill tree. Even the entry into using HAVs was changed. The entirety of how turrets operate in a prolonged time was changed with the introduction of ammo usage. Their modules even changed. They were properly refunded for their previous investment in skills that no longer exist, that had their multipliers changed, that no longer functioned. Your SL is fundamentally the same. I personally look down on SLs, but that's because I use the FG. SLs were effortless in 1.6.
