I'm sure many of you were in the heat of battle, be it on foot or inside a vehicle, when you needed to select something fast but you accidentally selected something else, be it a piece of equipment instead of a weapon or de-activating a hardener.
I'll be speaking from the standpoint of the module selection wheel, but what I suggest will apply for infantry as well.
Currently, if you have only two active modules, they will be stuck right next to each other at 12:00 and 1:30, and having three active modules will add the third one at 3:00. In the heat of battle, it's hard to quickly select the second module as you may accidentally select module 1 or 3 and deactivating it if it's already active, such as a hardener.
My suggestion is to use up the whole selection wheel instead of using pre-determined slices. If you have two modules, the wheel will be split into halves. If you have three modules, it will be split into thirds. This small improvement will allow users to quickly select modules without worrying about being too precise with the direction of selection.

I would still prefer to be able to map equipment to my arrow buttons however. Do any of the d-pad keys (other than the right one) do anything? If you're in a vehicle, there's no need to bring up the vehicle menu, so I can definitely see having those four keys for mapped modules.
I'd definitely like mapping to the d-pad. Limited, but it's not like any of my fits use more than three active modules. I see no reason why we can't map modules to the d-pad.

I'm personally opposed to blocking deactivation because it allows me to turn off my hardener or damage amplifier right after an engagement so I can have them ready at an earlier moment.
I also think that active modules should behave similarly to how the cloak field will behave, so that in the case you accidentally turn on a module, you can quickly deactivate it and not have to wait the whole cooldown cycle. Same goes for when you accidentally deactivate a module, you should be able to reactivate it immediately with whatever time it had left plus any recharged time. But that's for another thread topic.
I haven't noticed those issues that you state while running infantry, but what definitely brings up my attention is when I run logi (which is all the time on my alt), it's hard to select the correct equipment fast. It's faster to revive someone with needle in hand as opposed to having your gun out and using the command to revive. But sometimes it takes me longer than it would've using the latter method because I'd switch to another piece of equipment instead.
Or when my heavy starts taking damage and I must switch to my rep tool quick but instead I pull out a drop uplink... I do run around my heavies with rep tool in hand, but sometimes I just find the worst moment to put something else in my hands...
