Sometimes the simplest ideas can have the biggest impact.
They would have to get some hard numbers on just how fast turbo controllers can fire,then make the delay just over that to negate them.

Programmable controllers can set their own delay between keypresses by the threshhold of 1ms. Hard to counter that. Actually,just thinking about it,it shouldn't matter.
If the spool up reflects the ROF,then the turbo adjustments,whether faster or slower should be completely negated.
Example:if a gun has a ROF of 500 RPM,that total out to 8.3 rounds per second.All CCP has to do is put the spool so that the second shot of the turbo is over the .12 seconds of each round of the ROF of the 500 RPM,that way,even if someone is using a turbo and adjusts it so that it fires ever .13 seconds,it's still shooting slower than than intended.
Problem solved.
