CCP already pointed this out a long time ago.
It currently works like this.
You have a default 10 second respawn timer when you die instantly, and I mean completely beyond any hope for a nanite injector to save your ass.
However, if you don't die completely and are just bleeding out, then the default timer will reduce by 1 second for every second you stay alive with a minimum of 3 seconds for the respawn. So you bleed out for 5 seconds, you will only respawn in 5 seconds in the respawn screen. If you bleed out for 9 seconds, you will respawn in 3 seconds instead.
This has been confirmed.
