The stated RPM for assault scrambler pistol is 422.5. That is over 7 rounds per second. I have been experiencing a much slower rate of fire than that, so I took 100 samplings of how many rounds I could fire per second using the assault scrambler pistol.
My findings show an average of 4.08 rounds per second. 5 rounds per second was the highest individual sample value and 3 rounds per second was the lowest individual sample value.
Subjective feedback: It appears that the assault scrambler pistol skips or hangs from time to time and does not fire when the trigger is pulled. I tried adjusting my rate of trigger pulling which only made a difference when I slowed down to about 3 rounds per second, at which point the skipping was not present.
Problem: This rate of fire significantly impacts the total damage per minute. At 422.5 RPM, 72 HP per round yields a total of 30420 HP per minute. At 244.8 RPM, 72 HP yields a total of 17625 HP per minute. That is a drastic difference, so I think that either the weapon statistic needs to be updated to reflect the practicable yield when a human is firing the weapon, or the weapon needs a tune up so that 7 rounds per second is an achievable firing rate.

If you try to shoot semi-automatic weapons too fast, then they tend to over sample and you reduce your fire rate.
Common issue among semi-auto weapons in videogames.

I think the original poster has a point, though. The stated firing speed for the pistols, seems to change very little, from basic scrambler pistol, thorugh prototype. Yet the actual difference, is huge. It doesnt seem to accurately reflect the firing speed. if I had to guess, the firing speed is probably something like
basic: 3/sec assault 4/sec klo 5/sec tt3 6/sec viziam 7/sec
rounded up to RPM, that would make the spec something like
180RPM 240RPM 300 360 420 480

Timed right I can dump a bunch of shots in a very short period - but if you try going to fast you end up with lower RPM. Mess around with it a bit, It can take a bit of practice but it's worth it.
Try to kill it all you want CCP, I still <3 my laser.

When I tested the Imperial Viziam Scrambler Pistol, I recorded an average of exactly 8 rounds per second out of 100 samples, with very few misfires. 7 was the lowest number of rounds per individual sample and 9 was the highest.
This shows that the interface is capable of registering 7 or more rounds per second and reinforces my argument that the Assault Scrambler Pistol statistic does not align with the performance in the field.
Thank you all for your feedback and ideas. I will rely strictly on my subjective experience when calculating my builds from now on. The stats appear to be unreliable.

Ive noticed my rate of fire seems to have dropped with the pistols over the last few days. Cant remember if it had a higher rof before 1.7 but they are still usable to me anyway. But would like them to have proper rof as currently they seem sluggish to me compared to before...

The problem isn't the gun,the problem is CCP's network.
9 times out of 10.I can easily get my entire clip of 11 shots out of my TT-3 in less than 2 seconds and usually get 7 shots in one second, which is just below the ROF ceiling. The other one time, there is a hang up,but that's the lag in the game, not necessarily the base function of the weapon.
I've only experienced that lag while using the TT-3 and the KLO-1,but never the Cartham, and maybe only twice with the Viziam.

I know about this hang or skip you speak of and was curious myself.
But I believe it's an accidental prefire, so you basically miss a shot. I know how you can swear you are sure but IDK, accidents happen. I also understand it's importance; a missing shot is at least 80 points in reduction to your DPS.

In a later post, I indicated that using the Viziam I was able to fire up to 8 or 9 rounds per second without a problem, so I think the issue is that the assault scrambler pistol needs a tune up or that the stats need adjustment to reflect actual performance.
