Its that a charged shot with a good SCR user does 500 damage+++ regardless of where on the mercenary you hit. And with a charged shot, your holding the trigger and letting aim assist lock on and moving up your joystick slightly and let go of the trigger as you get over the head... your doing 500+++ damage plus headshot.. and its extremely easy.. to the point where a lot of people in my corp refuse to use the weapon... and have known this about the SCR since Aim assist in 1.4.
If you remove the Active Aim assist from the weapon however it is completely balanced IMO. without it its a precision weapon that doesn't require that.

Just tested the charge shot damage on a proficiency 3 Visiam with 2 complex damage mods in FW, I had 334 shields and 409 armor one charge shot to the chest dropped me to 361 Armor. |

The absolute most one can do without hitting someone in the head is: (With Proficiency V and 5 Complex Damage Mods) 362 Raw Damage 435 Shield Damage 290 Armor Damage
All of those numbers are less than 500. You are throwing out misinformed numbers.

Armour tanking seems to be superior to shield tanking - RR is powerful and Scram Rifle seems very powerful with that charged shot.
Running damps also seems to be a bit of a wild card that can come in handy too. I would also say that the scram does not "Absolutely suck against armour" it is just not quite as effective as it is vs shields. (Shields evaporate vs everything anyway)
I am a big supporter of making damage type matter way more like it does in EVE. Have you gone against a proto heavy with a SCR...it makes me want to cry.
This forever. I usually fire a charged shot, spam a nade and run away, until one of my CR buddies can ingest him.
