TL;DR: when you use the word Stealth, you mean omniscience from passive scans to avoid detection by knowing where and which way the enemy is facing to sneak up behind them. . . stealth as in ability to avoid active scanners should be the same across the board
Minmatar Scouts really aren't fit for CQC. Former pros at using the tac-AR, and now best with the Combat Rifle, they really make the best "Hunter Scouts." Roaming around the battle and taking out or picking off targets and then retreating fits their slot layout perfectly. Having a bonus to biotics would be great for them and this style of play.
The Nova Knives being a Caldari weapon, that bonus would fit better with them but until they are released I don't want to speculate too much on them. Of Course, you don't have to play a suit based off of its role bonus. Plenty of CQC Minmatar Scout, pleanty o long-range Gallente Scouts. You see Gallente Assaults with weapons that aren't just Hybrid ones and Amarr Assaults with things other than laser weapons.

Restricting a weapon to a certain class is never a good idea. Making a weapon more effective in a certain class's hand, perfectly acceptable. The shotgun is amazing in the hands of a Gallente Scout. Or is on a theoretical level, in practice it does better in a Gallente Assault or Gallente Logi's hands.
Just a correction: SP investment on an Active Scanner is 900K-1MSP, it has a x3 multiplier on the skill. SP invesment on Range Amplification and Precision Enhancement is twice that, as both of them have a x3 multiplier. Everyone has to use the dampening skill to avoid scanners to that SP requirement should be ignored. Yes, it is completely unbalanced that a single equipment slot is more effective than 4 low slots (4 range amplifiers) and 1 high slot (precision enhancer) IMO: buff passive scanning on all scout suits, nerf active scanners a comparable amount to make it a competitive choice rather than Gallente Scouts roaming around with Active Scanners.
I think, like in pre-uprising that the light frames scould cost less, the heavy frames cost more, but as someone pointed out the ridiculous cost of the commando, it should not be the prices they used to be. It should probably only be 5-10k difference.
They need more CPU/PG, they also need their 6th slot back
