Rather than a refocus, scouts (and light suits) need the focus that CCP never gave them. It seems they threw our suits into the game with only half-baked ideas to support it.
As for the suits:
All light suits should excel in the use of biotics. It allows them to enhance the speed and stamina proficiency light suits obtained from sacrificing their eHP. They should also excel at using active modules/equipment that temporarily boost movement and sprint speed.
As for scouts, they should be focused on the use of E-War equipment/modules. The majority of their strength should lie in their ability to harass the enemy while being hard to detect and catch doing so. By E-War, I mean things like Cloaking, Tacnet/IFF Jammers, an item that boosts passive scanning power, etc.
The marksmen class sounds neat, but it is way too specific.
How about a sniper/AV light-suit class? It can have two light weapons (like many light suit users have wanted since the black eagle) and can have bonuses towards sniper rifles (we need racial variants of them though) and light AV weaponry.

The light frame doesn't need a combat specialization. The natural path to making a more combative light suit would be to increase its health, which is exactly what the Assault Suit is.
The scout works well as a quasi-combat suit due to its stealth capabilities and increased speed but there is nothing wrong with using it for that since the quasi-combat comes at a sufficient price (low overall eHP). Also, an Assassin role is an obvious use of a stealth suit.
To be honest, "Scout" was a poor choice of name since its stealth capabilities makes it proficient at a number of niche roles. CCP should have used something like "Covert Ops" for the Scout's name and used "Scout" for a T3 that was more specialized into being a scanning suit (much larger passive, lower precision, bonus to active scanners, etc.).
We can't treat the scout as a logi of the Light frames, because our support role isn't available in the game yet (E-War, cloaking, etc.). (Scanning probably falls into our specialization, but the scanner works just as well on a Logi as it does on a scout)
The light frame needs to be filled with specializations that don't require it to be in the middle of the fire fight to perform its intended role due to low overall eHP. This means light suits need specializations that focus on stealth (scouts), range (i.e. the sniper/AV suit I mentioned above), or who's role keeps them out of direct harm (Pilot).
