I believe more time should be given for all corporations to reply, give thoughts, & discuss this matter be them small or mega. Most of this I noticed is Large corporations talking we all can agree New Eden is a harsh place, that said I would like to see more small/begining corporations sharing they're thoughts & ideas more on PFC after-all it is largely centered around small & beginning corporations.
I believe the solution is a District Limit to how many True PC Districts a corporation can hold. My suggestion is 4 in total as well (not counting PFC) this sort of stuff isn't going to happen, an expansion of PFC would be nice enough
It takes alot to become PC active - you need a alliance, to be heard, good people, active members, PC ready members, connections, EVE support, most importantly ISK, & much more. No on the EVE support, we're doing fine with out EVE help
Once you have a PFC you can train & become much better then from their you can use what foundations you have made to go on to begin in PC. Then you have to hold & get outside Districts. Once at 4 you've clearly proven you have what is needed & should give up your PFC to another small corporation or AE &/or DDB's.
When your in true PC you have 4 things to face as a small & beginning corporation - 1: Large corporations. 2: A war. 3: Other small corporations. & 4: Your corporation's ISK.
Making ISK off a PFC District is rather difficult as it is a always active planet unlike for example a homeworlds controlled by a corporation like SVER or AE for example.
Small corporations have it harder not only because they are beginning but also because all the best players are with the Mega Corporations. And it is near impossible to recruit such people - No way on earth can I recruit a Chicagopubs, or Quickgloves, or 13ear, or so much as 1 DJIIN. you don't need a great player you need many good players...
MANY Mega Corporations are succesful because once another Mega corportaion falls the former members watch each-other & once they see where everyone is going they follow. Or had/found such people from the start of Dust 514.
Their is 1 other thing that is unfixable unless CCP does so. PC Needs expanded now is the time. Molden Heath is oppurtunity deprived now. PC 2.0 Coming soon TM
if you all look Molden Heath is controlled by purely Mega Corporations & the last 2 planets that was remotely possible to become a small corporation's homeworld was just took. By corporations that were succesful & had such Elite people with them. The 2 planets in question had 5 - 6 Districts which are now homeworlds to 2 certain corporations.
Now all is left is corporations with 7 - more Districts & if your a small corporation & your smart you don't want on a planet with that many Districts too much danger.
I think 2 other solutions is besides just the District Limit is, 1 - 2 AE or DDB's Over-seers should join every corporation that is in PFC & follow what the corporation is doing. Their should be 1 PFC planet for small/beginning corporations & ANOTHER PFC Planet for Mega corporations to train on. **** Overseers just have people pay attention BUT everyone is too lazy to do so
Mega corporations with Mega corporations - Small corporations with small corporations.
I can think of 1 other better way to use a homeworld outside of PC - A WHOLE alliance can call a homeworld their own, for example 5 corporations in a alliance together own all 5 Districts on a 5 District planet
P.S. AE has a 3rd homeworld now.... Less room for others no offence to AE but that's ALOT of homeworlds. Just stating that territory is being largely taken & held by Mega corporations.
My apologies for my long typed arguement but I feel the whole thing needs much work & needs done so together by all inhabitants of Dust 514. The community will get it's stuff together, it just takes time Read the Italicized stuff

You missed my point on the good players point in some areas - my point was almost just what you said, ALL the best & good players are already took & no 1 can get enough to do anything, as remotely crazy as owning a homeworld. There are lots of good players Homeworlds exist b/c PC is only done by 200-300 people and that's stretching it.
About TIME PC expanded. This is more of an issue CCP has to deal with
And if a corporation has 4 True PC Districts they've obviously shown they've graduated PFC. Otherwise they're still trying to get set-up. if you have 2 PC districts you're out of academy, I would like some corps with many districts to get rid of some of them, and to let the people in smaller corps get fights so more people ***** about PC so PC gets fixed sooner. but I'm not pissed if it doesn't happen either
