It just needs drawback. As of right now, you can scan for eternity without fear, able to see everyone without them able to see you. In military operations, real life active scanners are not used all the time because they give away your position via triangulation. Perhaps a similar mechanic could be implemented to dissuade people from locking on their scanners.

Not trolling here...but how many of you were griping about having near perfect situational awareness before active scanners were required? How many of you thought the scanner was awesome when you first tried it? Everybody else figured it out and now the scanner is as prevalent as hives, uplinks, and rep tools....which is fine. Indeed - the scanner is a brilliant tool. It should stay a brilliant tool. But right now it's used as wall hacks for the entire team, and as the OP says, flanking becomes quite difficult. You're right however - dissuading people from using their scanners is not the way to go about it. It needs to be addressed in context in different situations of stealth.

Therefore if you were to catch someone scanning it's an easy kill. I have been caught multiple times with my scanner out and got biomassed. A few seconds of vulnerability does not equate to a drawback I'm afraid. I died once that way, then I learnt to be wary of corners whilst I scanned. I think you might just have been unlucky, but I'm not one to judge.
