I love both and both suit my playstyle of a designated marksman who doesn't get too TOO close to the battle.
My problem is that I'm Amarr through and through and I love my SCR so I'm leaning towards it, but the RR just feels so good and as if it is a higher calibre. I just feel as if the RR doesn't take as much skill per se due to the fact that it is automatic.

I use ScR, CR, and RR just embrace it.
ScR is perhaps my most loved gun, keep with it since you are a beast. But if you notice significantly higher Armour tanked suits the RR is always good to switch out to.
To a Texan like you, a hero is some type of weird sandwich, not some nut who takes on three Gunlogi.

Scrambler rifle is better at firing behind cover due to its charge shot.
Rail rifle is better out in the open where your opponents have little to no cover.
The rail's quarter of a second delay before firing and the scrambler rifle's heat build up mechanic make them unideal in close quarters combat.
Blatant Dust_514 recruiting in the silliest of places. :P

Use either depending on what kind of defenses the enemy team is stacking. I see so much armor these days because of the buff ot armor a while back and the nerf to shields with the last patch, so the Rail Rifle just rips them to shreds. All I ever see are Gallente and Amarr suits. ^_^ And all Logi stack the hell out of armor. Even the Caldari Logis are stacking more armor than shields which is mind boggling.

Honestly, both weapons are great.
You can get immediate responsiveness with rapid fire (tapping the button) on the Scrambler, where there's that slight delay when you first pull the trigger on the Rail Rifle. Charged shots make for a great marksman weapon, particularly with the slightly better headshot modifier.
Rails have a range advantage, and they're easier to handle, but they have minor issues in CQC until you get used to that firing delay. It's actually more of a handicap than it sounds, but at range, it doesn't hurt too much.
Either weapon is great, and if you're Amarr, you can rest easy knowing that even though the Rail Rifle isn't made by your own people, it comes from your allies. You aren't betraying the faith like you would be if you pulled a Minmatar SMG out. |

Think of it this way: >>If you are an Amarrian Loyalist with 100% love to our stuff. Use SCR.<<<
For any other reason (specially competitive) Use RR.
The RR main advantages is that with mere proficiency 3 you are already hitting over the 60's with a decently high RoF and a GOOD Aiming sight that helps the prurpose of med-long ranged engagements.YOU CAN shoot all 42 bullets while the SCR cant.
There are 2 VERY GOOD reasons to use the RR over the SCR: 1-Overheat mechanic in the SCR is NOT welcome. 2-The rail rifle has a 10% penalty to shields and 10% bonus to armor.While the SCr has 120% to shields ,80% to armor. This means that EVEN with the Very high alpha damage the SCR packs, Armor tanking being easier and barely penalized since the last armor buff,you are always going to struggle more to kill enemies.
Now , whats more common? a Dropsuit with 500+ shields? Or a dropsuit with 2+ cx damage mods and 500+ armor?
And if by ANY chance you do meet a shield tanker: How much of a penalty is [10% vs shields] vs[ 20% vs armor] of the SCR?
Even as easy as using flux nades if it bothers you too much XD...
There is your answer.

Then again,if you ARE running with a Squad, the downfalls of the SCR do become less noticeable and the +20% is actually good,since the rest of your squad WILL be carrying RR and Cr... XD

Well, with some good aiming you CAN drop 4+ enemies in a row without the need to reload (i know i've done it and i only use the basic RR XD)
With the SCR (in the case you use charge shot + followup shots like i do) you will get lucky if you kill 2 guys in a row without overheating....
In the case of playing competitively, the chance to stumble upon 3+enemies are a time is higher.There by my choice. Then again, i will keep using my SCR rifle forever.... (if i was in a position i WOULD have to play competitively ,i wont lie, i would use the Assault CR thou)

I love the Rail, but the ScR is quite effective and in skilled hands I've seen people mess stuff up with it.
So ScR but with one caveat.
They bout may change.
hold out a week or two before investing in either simply because people have been complaining a lot about them and they may change/nerf them.
