LAV's 3.) Infantry 4.) Dropships I'm basing it off mobility. HAV's have the hardest time maneuvering around things, so let them take the path of least resistance and get out of the way. LAV's are fast and hard to control at full speed. If you see one screaming through the city, it's safe to assume that it is running from something, or in a hurry. Let it have the road. It'll be gone in a second anyways. Infantry can take cover, are VERY mobile and generally move in groups. They should always yield to everything and just try and stay aware of friendly vehicles at all times. Dropships have all of the sky to themselves.
