Proto Minmatar Logi Fittings: http://www.youtube.com/watch?v=K_BYvMyog7E
Caldari: Best shield logi, sucks when trying to use a bunch of prototype equipment/modules. Basic and ADV suits aren't that great though. Combat Rating: 5/5 Support Rating: 2/5 Versatility Rating: 2/5 Survivability Rating: 4/5
Amarr: Good at armor or dual tanking, has a sidearm, ADV suit is very good with high cpu/pg skills, VERY SLOW. Combat Rating: 4/5 Support Rating: 3/5 Versatility Rating: 3/5 Survivability Rating: 3/5
Gallente: Armor tanker, 4 equipment, bonus to equipment fitting, best self repping suit, too much armor makes it vulnerable Combat Rating: 3/5 Support Rating: 5/5 Versatility Rating: 1/5 Survivability Rating: 4/5
Minmatar: Most versatile tank, fastest logi, bonus to hacking, 4 equipment, balanced slots, best STD logi suit, low health, very expensive to fit. Combat Rating: 3/5 Support Rating: 4/5 Versatility Rating 5/5 Survivability Rating: 2/5

If I were you I'd at least skill Minmatar logi to std because of how useful it is for the cheap price cost. Not much survivability at proto, but very effective at almost anything logi that you want to do whether it be hacking, equipment, healing, or just supporting your allies from behind cover ducking away when you get shot at. Heck, I was able to get 7k wp with it, so it's not useless by any means: http://www.youtube.com/watch?v=P9OUEQFfao0
I wouldn't recommend Gallente logi as the recent "fix" to armor plates makes them much slower than they were, but still very survivable at proto with the right fittings. You just don't have a lot of options when it comes to combat. Everyone is running armor killers which means that if you are spotted alone without support or without the right fitting you will go down easily.
Amarr is very slow but very durable. The bonus to armor repair isn't exactly that strong, and it is definitely more of a medium "okay at most things" suit. The addition of a sidearm is one of the best parts though as it allows you to run long-range weapons like the laser rifle while still having a SMG or flaylock to defend with if someone sneaks up on you.
Caldari has to be the most interesting. What it lacks in versatility and support it makes up for when going against the enemy. The large shield base means you regenerate your health in between conflicts, and the large amount of slots is nice for keeping your health up. The biggest downside is the inability to use equipment and tank at the same time. The STD and ADV suits are pretty bad too. __________________________________
Final Answer: Caldari if you use a short range weapons and be mobile, Amarr if you use long range ones and like to set up "camps". Although keep in mind that I did see a guy go 65/1 with a caldari suit and a rail rifle (not sure if Assault or Logi).
