Question: How is Salvage calculate?
It is stated that we get "25%" salvage in FW, but is this "items equalling 25% of the total value", or "25% (i.e. 1-in-4) of the items destroyed"?

In the absence of a blue tag response (keep hoping for that, btw) I'd suggest that each suit or module "killed" has a 25% chance of "dropping" into the loot pool. That's purely based on Eve loot drop mechanics though, and there's no reason why Dust has to follow suit.

Personally, I would like to see salvage being 100% from those that were downed in battle. Add to this, that you get (at least) items from those that you kill that match what you use. IE I kill a sniper, I get their weapon, at least one of them even if I kill them several times.
This would also be an added incentive: if the higher your "Loyalty Standing" the better your chance of getting usable salvage; meaning getting salvage that you can actually use, and not stuff that you can't use because you are not skilled into (or even have the training to possibly use.) I include this, because I have too much salvage that I won't ever use and I have no idea when (or even if) I will be able to give, sell, or trade any of these items that I have in my assets - and CCP doesn't give us any indication when this will come into fruition other than the possible "soon Gäó".

Salvage will never be anywhere near 100%, since that would remove the notion that war has a cost (the very premise of DUST514).
I think CCP has repeatedly confirmed that they want a Player-to-Player Market, but simply refuse to comment on when this would be available. Comments made on IRC, in chats etc all point to CCP wanting there to be a Player-to-Player Market, to the extend that some CCP Developers and Designers have said directly that this is part of their plans. That you're meanwhile getting salvage you cannot use due to not having specced into them, means that the short-term value of that salvage is low, but long-term it should retain value.
Having loyalty affect your salvage could be interesting, and I'd like to have some influence on what salvage I get, e.g when an item is "destroyed" by me, there could be a 15-30% chance it becomes salvage, and then a 0-25% that it enters my pool, instead of the team-pool. Having the option to set a preference in items (e.g., "I want shield-stuff") could also be interesting, where items from the team-pool is assigned semi-randomly based on preferences, and in order of Standing.

All enemy items destroyed in battle get thrown in a pile and you get 25 percent of that.
No you kill this blueberry hacking the CRU we are camping. I already killed the last 2.

I don't see where you come up with having salvage 100% as removing the notion that war has a cost. It does and would have a cost. That cost being the items that are lost in battle.
Some may think that going the 100% from loss in battle wouldn't give you as much, yet if there are 150 clones, and that is divided between 16 players of the winning side everyone could get a minimum of 9 items. You add onto that the items from the clones that died on the victor's side, being distributed to the loosing side it not only increases the salvage reward but IMHO would increase the probability that those that leave before the end of the battle would more likely stay until the end; especially since they know that they would be getting salvage that they could use and thereby help save them funds.
Now who wouldn't try harder to get better salvage and staying to the end of a match? Again, with the added "especially," if they knew that the higher their loyalty the more likely they will get the better equipment that they could use in the next (or future) battle.
As far as the "trading" to make a profit... I, for one, wouldn't want to take the time to try to sell the "militia gear" that I have gained from battles. I personally would just trash it, or give it to the corp (if they would even want that stuff.) Of course the better equipment I would use for trading and selling.
