Then they should make me stealth incarnate.
Right now, I have to waste 1/2 of my low slots just to avoid a Proto Scanner.
Mind you, this is with maxed out passive dampening and Proto Scout.
Thats around 3mil SP and wasting a low slot, all to avoid a piece of equipment that costs around 365k SP ( I THINK).
Give me a decent cloak, and the ability to avoid PRO scanners without modules, and I will be a VERY happy scout.
I will also stab you all. <---- Why I would be happy

Scouts are good for the right players. Not everyone can do it. I started as a 100% fulltime SG Scout and couldn't get my KDR above 1.05 for 3 months. I gave up and went Medium. i'm working on getting mine to 2.0 my goal was to once be on top of the Scout Registry...but you know what happened now my goal is to get a 2.0 KDR
2.0 takes one of the following:
1.) Be insanely sneaky. Take on only targets you KNOW you can kill. Run from everything else. Camp objectives like boss (Legitimate strategy for a scout btw, we can be quite a distance from an objective and still get there in time to stop a hack).
2.) Get really good with fighting and flanking in a scout suit. Hit and run should become second nature. This takes experience, and intuition. Being a Sadist helps too.
However, most people fall into a happy medium with these two skills. You sneak by default, and flank HARD when you see the cluster form. It's an art really.
Also, this advice is for Minmatar Scouts. I can't vouch tactics for Gallente's, as their tactics change considerably with access to insane passive scans. Our knives and overall speed is better though

I made fits for both these roles, and they're VERY effective, and my personal favorites, next to my minmatar logi.
You do realize that the current scout is nothing but a watered down Assault suit right?
Mobility is just overall mobility. Everyone strafes at the same speed. And turns. No bonus there.
Stealth is AMAZING. If they all run ADV Scanners. PRO Scanners force you to gimp your already gimped suits. Which is why I want better stealth. I stated this on page one.
Also, realize that we have two Scout suits, and only one is really a "Scout". The minmatar scout isn't really a reconnaissance suit at heart, it's actually a dampened assassin. It's goal is to create chaos and confusion. You should be THAT A$$HOLE, and try to **** off the enemy team. Knife people during hacks. Flank a group of reds trying to recover shields. Once they are pissed off, use that to your advantage. Lure them into groups of blue dots, or place RE's around corners. Make their life HELL.
Playing scout right takes equal parts aggressiveness and intelligence. Play it well, and people will be amazed how you pull it off.
In an old post of mine, I said that "A Minmatar Scout is the adrenaline junkies suit". I still believe that to this day.
