Why did CCP decide it was a good idea for a militia LAv to have 2450 armor and 650 shields? This should not be. LAV's should not have comparable armor to tanks. They should be cheap, but destructible transport. Remember when one militia swarm volley could destroy a militia LAV in Chromosome? That's the way it should be. Why CCP decided to part from this simple philosophy is beyond me.
It is fine to have LAV's with higher HP, but let them require SP to use.
The same philosophy should apply to militia tanks and their modules. Lower their base hp and reduce their module efficacy. There should be a clear difference between a complex hardener and a militia hardener. Cooldown differences alone are not what we want. We should see a percentile difference in resist, run time, AND cool down time.
So about those vehicle locks...

Militia LAVs don ot fulfill a very deadly role, but a more utilitarian one. They are great at disrupting a team's dominance of the map by letting you flank behind enemy lines. They can chase down tanks and harass them. Their small turrets can outrange most light infantry weapons. They are great for logisticians roaming around deploying care packages and scanning for hostile equipment and suits. Scanner LAVs are also great for early warning scouts, helping detect enemy movements where a slower scanning logi/scout on foot would be more susceptible to interception. These are all roles a Logistics LAV should be doing, not a milita LAV. A militia LAV should be able to be insta popped if it is seen by any AV player. Standard LAV's should be the one's assaulting. There is no problem with them having more HP.
So about those vehicle locks...
