I would just like to make the case that splitting these up between Missiles for Caldari and Rails/Blasters for Gallente creates a balance issue between the two dropships. Missiles are by far superior to railguns in all but assaulting shield vehicles, though the lack of overheat still makes missiles a more reliable platform for engaging shield vehicles, or just engaging in general. Blasters are a non factor in the equation because they are too precise to be used reliably on infantry from a dropship, at least not without a proper first person camera, and their damage to vehicles and installations is negligible.
This leaves the Incubus with no option against infantry, and are generally only good for harassing armored vehicles. So, you wind up with Incubus pilots equipping Missiles anyways, because this is the superior weapon platform for a dropship. It allows you to engage both infantry and vehicles alike without any downside between the two, making the Python the superior option as it doesn't need to be recalled when vehicles run dry.
This is why the RoF bonus should be moved to the basic Assault Dropship skill, and the 2% per level should be moved to the Racial Assault Dropship skill, applying to the same turrets as the current bonus. Along with this, add in a small bonus like 5% missile speed per level, or 10% splash radius increase to railguns, or 2% slower overheat on blasters etc etc.
This would encourage pilots to fit what they prefer for the task at hand, without forcing them into one races ship because its weapon is superior.

It just really sucks having to forgo all the skill points I put into my Incubus just to use a weapon platform that works well with dropships.

You should keep in mind that the Incubus is not designed as a solo vehicle. Yes the pilot blaster turret may be bad, but the passenger turrets can wreck infantry. I will never, ever, fit side guns on my incubus. Sitting still is death, and I need every last PG/CPU to fit the tank I need to survive.
Never, ever, will I fit guns on the side.
