That said, paradox's approach to our last training pc battle with them was to spam madrugars, so i have no idea what they're complaining about in terms of tactics.
The planets exist in the EVE universe and affect it, albeit in a small, almost meaningless way under the current bonuses and the way they apply.
If you want to be shielded from EVE influence, you can stick to Pubs where the big bad ships in space can't touch you. As it stands now, a really good force on the ground can hold what they own, but a less skilled force, with EVE ties, can make a much larger dent than before. I hope CCP keeps pushing down this road and open up possibilities of even more strikes and other abilities (scan the surface, repair friendly MCC, drop additional players into the match or clones into the clone reserves) that benefit those with EVE-side connections.

There isn't a way to transfer ISK between games, so most EVE organizations wouldn't really care to help out with your cause in Dust. CCP is hinting at a way to set standings and allow corporations with good standings to bombard for you, which will mix things up a bit, but that isn't implemented yet.
The three simplest options available to you right now would be to create an EVE character (even a 14 day trial) and use it exclusively for bombardments, or have your corporation join an Alliance with EVE connections (I might know of one ), or find a hybrid EVE/Dust corporation that is willing to stuff an EVE alt into your corp and is happy to take Dust ISK in exchange.
