I like your idea of having several methods to web a target but I think it should scale best with team work. My ideas:
Grenade Form: Would be relatively weak or have a much shorter duration than a light weapon or equipment versions, by yourself you could use this the hinder a tank or kill a particularly vulnerable one. However you would have a *very* hard time solo'ing it like this.
Equipment form: Probably operate like a RE or Proxy mine and would be quite effective but would be vulnerable to destruction by either the vehicle itself or enemy infantry.
Light weapon form: Very powerful and highly effective, the sacrifice of your light weapon is by far worth it and it slows the vehicle considerably.
Ideally I would like to see 3 man "tackle teams". One team mate with a damage dealing AV weapon, another with a webifier, and a third with a tracking disrupter. This would allow you to quickly roll up in a LAV, slow it with the web, prevent it from effectively be able to target you with the TD (tracking disruptor), and a third person to actually kill it. The web and TD guys would receive points like a logi does when repping (with a cap) and the guy who kills it gets all the kill points.
