I've made some posts, they're long, not many people read them, so this one is short.
One of the best things this game can have when it comes to balancing AV and Vehicles (All Vehicles) are Webifiers, things that slow vehicles down to a crawl, mines, grenades, handheld equipment, I'm not fussed on how it's done but this is what is needed, no nerfing, no buffing, but webs to stop a vehicle from escaping a bombardment of AV when its hardeners have dropped.
If everyone agrees on it and we demand it as much as we can, who knows, maybe it'll come soon and it'll sort out this massive issue with balance.

if it is a grenade then a single person can possibly solo AV. If it is a light weapon, AV teams would be needed. Although if it were a light weapon that worked on infantry as well that would be interesting. Chances are it wouldn't affect Infantry, also I'd see it as Grenades or Equipment, not a weapon.

It'd be a support weapon and you don't need to be punished for using it, I don't see a point in having it hinder players using it, the whole point is to make it so players who use it do get a chance to solo vehicles in 1v1s. Think about it, let's say that add in Remote Web Mines, you wait on a hill as a tank drives along and then activate it, you waited, you should reap the kill, but chances are that guy now has his actives on and will flee. Promotes teamwork, but add the option of soloing.

Why the **** would we need that? Haven't you been crying that Tanks are too strong? We have near invincibility for a period of time and you want something else in return for AVers slowing you down for a period of time? Webs don't mean you're stuck forever, they're like a debuff on your vehicle for a certain amount of time.

Disagree on a Vehicle one, makes us a jack of ALL the things, means if we're trying to deal with hit and run tanks we just need to activate a module to keep it from running. Keeping it to Infantry only, means we can still use them to setup traps if we're using mines, if that's a form they take, but we can work with AVers to bring speedy tanks down (Ahem, Minmatar junkers).

Everyones crying at Tanks for escaping, and I feel them, I run away easily. Let's pretend Web Mines were the approach taken within DUST, Remote controlled that if they hit, slow me down for 15 seconds (think something blocking my treads or something :D )
Being the smart Tanker I am, I have 30 seconds of Hardener, I roll up, shoot the Infantry, leave with 5 seconds of my Hardener left. I get away totally fine taking no damage.
However, a smart AVer has noticed that I am doing this and leaving with my Hardeners on, meaning they cannot kill me because I'm a smart Tanker, so he hides by the road I'm on, waits for me to drive back past him as I head back to the objective. He places remotes down on the path I'm going to take.
I, the smart Tanker I think I am get several more kills and get hit by another barrage of swarms, 5 seconds of hardener left as I begin to retreat. The smart AVer activates his Webs and waits for a few more seconds, I cry out in a panic, my hardeners drop, the swarms that were meant to not hit me because I'd be far away hit me because I can barely move, the Smart AVer moves in with Flux Grenades and Swarms to finish the job because I can't escape, I also can't turn my tank fast which means I have to rely on my slow rotation on my turret.
I end up on the map, crying hard because I got beat by a smart player.

Just make it have high requirements, and it'll be fine.
Would have to be balanced a fair bit for the requirements to make you need to use weaker turrets, or not as good modules, can't have the ability to freeze vehicles in place and still be able to wreck with a proto rail ya know?

While it'd be cool, also Godin's idea of Vehicle v Vehicle webs, I think CCP should look at just AV v Vehicles to get the job and balance done, and then work on integrating it within Inf v Inf and Vehicle v Vehicle.
