Why Turrets, Aren't They Just Fine? No, sir, they are not. In fact, they're broken. Small Railguns are sad, and Large Blasters are king. Why is this so? Because CCP thought it would be a good idea to make one type of turret good for AV, one good for AP, and one in between, regardless of size. Large Turrets (specifically, Blasters) are performing too well, and Small Turrets (especially Railguns) simply can't compete.
How Do You Fix The Problem? Elementary, my dear Watson! Make their role dependent on size.
Tracking Improvements Currently, there's only one tracking speed, which determines how fast you can turn your turrets. Instead, I propose there are two tracking speeds: Optimal and Maximum. Maximum Tracking Speed would be the equivalent of the current tracking speed. Optimal Tracking Speed, however, determines how fast a turret can track before it loses accuracy. If a turret tracks faster than it's Optimal Tracking Speed, it's "spread" increases, making it less accurate. The more it goes over its tracking speed, the worse the spread becomes. The spread slowly returns to normal if you stop tracking above Optimal Tracking Speed.
Long-range turrets have less spread, but slower tracking speeds. Short-range turrets have more spread, but faster tracking speeds.
Small Turrets Primarily for Anti-Infantry usage. Small Turrets have very high tracking speeds and rate of fire, but lowered range and reduced damage (especially against vehicles).
Medium Turrets For Anti-Infantry and Anti-Vehicle usage. Medium Turrets have moderate tracking speeds, rate of fire, range and damage. For those who want it all.
Large Turrets Primarily for Anti-Vehicle usage. Large Turrets have low tracking speeds and poor rate of fire, but have increased range and can deal massive damage, even against vehicles.
Hybrid Turrets Blasters and Railguns have moderate Optimal and Maximum Tracking Speeds.
Laser Turrets Beam and Pulse Lasers have high Optimal Tracking Speeds, but low Maximum Tracking Speeds.
Projectile Turrets Autocannons and Artillery have low Optimal Tracking Speeds, but high Maximum Tracking Speeds.
Missile Turrets Launchers are unique. They have high Optimal and Maximum Tracking Speeds, but their projectiles take longer to reach their target. Small Missile Turrets fire quick projectiles with relatively high splash damage but low direct damage, Medium Missile Turrets fire projectiles with moderate velocity and moderate splash and direct damage, and Large Turrets fire slow projectiles with relatively low splash damage but high direct damage.

Take a look at the Plasma Cannon. It's capable of one-shotting almost any dropsuit, and it does a moderate amount of splash damage, but it's not overpowered because it's not easy to hit infantry with it, and it isn't able to fire at infantry continuously. If we make Large Turrets similar to the Plasma Cannon in that regard (not entirely, but with similar concepts), I think the balance of the game would certainly improve.
