Lances's solution is the best one, i think. RoF doesn't need to be any faster than a human finger can press the button. ScR heat buildup can be can also be refactored around than number. So can kick, dispersion, etc.
Honest question: could CCP exclude modded controllers even if they wanted to? Can the PS3 be spoofed re controller? My guess is there's no way to stop the use of modded controllers.
If that's the case, CPP has an obligation to the playerbase to rewrite how all weapons work to eliminate any advantage that would come from using modded equipment. CCP are asking us to invest in a high-commitment, high-stakes game with the potential for real losses built in to the game mechanics. When we're fighting for important resources in combined EVE-DUST-Valkyrie operations that may involve the combined effort of hundreds or thousands of players and many thousands of hours invested, the gme needs to guarantee fair play so far as is reasonable.
The burden for this falls on CCP because they are the only party in a position to do so.
Thinking about it, i realize i want to now right now right now. Because if CCP is not going to guarantee this, i honestly think that's a deal breaker for me. I can't imagine investing all that time only to end up in a high stakes battle where the outcome was affected by purchased third-party advantages.

Keep on deluding yourself buddy, CCP has confirmed fixes that prevent modded controllers from effecting the game for 1.8, so when 1.8 hit's you'll see just how bad you are and how few people were actually using your modded bs.
