I disagree, please take a look at my post as to balancing tanks. When you're in a tank, the biggest threat to your tank is another tank, even with your actives on. Even militia tanks can pose a threat (much like a Militia suit 'can' kill a protosuit), but are still very easy to kill, I've been in tank battles fighting 3 militia tanks with no issue, any weaker and there would be no point in running one if you saw another tank on the field.
Balancing needs to take account of everything when it comes to Tanks, the Infantry, the AVers, the Vehicles, etc.

Keep in mind pearson while i dont have as much as sp as you im 15m deep into caldari tanks and have done nothing but use vehicles since January.
Most Militia tanks don't run with anything other than the default gear, and if they add anything its going to be a hardener, which is 100 seconds cooldown for militia iirc, meaning they have 24 seconds of being strong, a minute and a half of running away. And their stopping power, their running militia turrets which aren't nearly as strong as what others are running. If you see a militia tank constantly harassing, with a turret better than militia, then they've invested SP and ISK, just like a standard tank.
