These are the things most scout are asking for (damage output was actually never suggested). Your list would be overdoing it a bit (scouts will, for the first time ever, be OP...maybe)

If the scanner still gives margins of error, then it doesn't matter if we avoid the scan. If an enemy knows the scout is in the area, the scout is put at an even greater disadvantage.
Aside from that, the fact only 1 (or perhaps 2 when the Amarr scout arrives) can completely avoid scanners is a bit unfair. Edit: For this, I would recommend that all light suits have a base profile and scan precision of 40. Additionally, the focused should be brought up to 18db and regular protos should be brought down to 24. That way all scouts* can avoid the focused by using 2x cmp dampeners but still require 1x bsc dampener to avoid proto scanners.
*All scouts should have at least two lows (including the cal scout)

They have two but you need three complex dampeners to avoid the focused.

I look at the SP investment involved.
Proto scanners require around ~1 mil SP Lvl5 scout + Lvl5 dampening requires ~3.3 mil SP
It costs a lot more to try and avoid the focused than it is to use it.
Also, the scanner still has 100m range and scouts operate best in places within large outposts. It is quite likely we wouldn't be able to reach the scanner unless we were already tracking them. And if the scanner is with a squad, we are completely out of luck.

I view it as one of our less serious problems (though I am a Gal scout).
It's also less of a problem because we are so UP right now. If scouts were a major threat, the focused would be a lot more prevalent.
