These are the things most scout are asking for (damage output was actually never suggested). Your list would be overdoing it a bit (scouts will, for the first time ever, be OP...maybe) I want a purpose. Give me E-War.
I want to assassinate red dots.
Give me cloaks. And profile dampening that is balanced. The Scanner is OP vs. Scouts.

And the good thing is the fact that if you play well, base shields and armor is all you need on a Gal Scout.
My min scout is meant for combat though, not recon. So it's shields and Damage mods all the way.
Stay hidden until you are right behind them. THEN make your presence known
