Because they knew it would happen but they are not sure if they like it or not.
EVE is a brutal place. It wasn't originally meant to be; one of the devs mentioned that the social aspect of EVE, piracy-scamming-spying-etc, was an afterthought in EVE when developing it. It was just meant to be a basic kill stuff and get stuff game. But the community embraced the cruelty and espionage that happens in the game and thus we have the developers of the game stating "This is New Eden."
The problem CCP has, and it is a huge problem, is when that level of brutality involves using game mechanics. In EVE, you can basically cause a time dilation by dumping cargo containers into space. This is used to slow people down at gates to make it easier to kill them. CCP knows that this tactic is used and is exploiting their code. I was at EVE Vegas (I am a big damn nerd) and the gist by the GM when encountering this tactic was "Well, that is not all that many cans but no
more cans." There was also the Blackhole Wormhole where getting a negative distance on your weapons gave you perfect optimal range at infinite distance. Imagine getting killed by a shotgun from the range of a sniper rifle. CCP wasn't sure if it was an exploit and needed banning or just that it was a clever use of the game's mechanics.
Using examples in DUST, the early Grief University PW games. CCP obviously likes the idea of that level of spying and infiltration happening but it involves using game mechanics to do so. In real life, you don't reanimate the guys that are clearly killing themselves on purpose. Jeez, 5 infiltrators could just sit in the MCC and play Go Fish and give you a huge disadvantage as it was difficult to replace people in the match.
This is where the problem lies for CCP. They are fine with the concept of trolling and purposefully doing stuff like this, but the reason it is happening is because of the game's mechanics. CCP has never been good at stating "this IS a game and we ARE going to police it so it actually works as a game." It is a hard line to walk, I will admit.
