That a a giant HAV, fitted with a large Railgun, that can only be carried by said HAV, that fires rounds at an incredibly high speed, or that a Missile turret, that fires a volley of missiles doing incredible amounts of damage, are more effective means of countering a HAV than some ground troop with a box that fires small missiles, and nades that can be carried on a belt. I wouldn't mind tanks being the main form of AV if they were ineffective versus infantry. After all, in the real world, tanks carry a main gun with a very slow rate of fire (6RPM on an Abrams, for instance), that is primarily an anti-vehicle and anti-installation weapon. In Dust terms, this could be approximated by radically reducing the rate of fire of all large turrets (large rail and missile would be at a quarter of current RPM, large blasters at one-seventieth of current RPM ), with damage increased significantly (especially for blasters).
In other words, there are two ways to balance tanks:
1. Make them highly vulnerable to AV infantry, but also a major threat to infantry (the pre-1.7 situation) 2. Make them virtually immune to all infantry, but also little threat to infantry (the unexplored option).
