I've said it a few times: the fact that Scotty forces there to be attack order battles regardless of how many districts each faction has results in one faction always nearing 100% control and the opposite faction never having even a slight chance of getting territory back.
I don't see why it's such an issue for Scotty to open defend order battles and leave those lone enemy districts alone for at least some time. IMO, if one faction controls 100%, then 100% should be defend order battles. If the enemy conquers back a district and the faction now controls 99%, then there would be a 1% chance of Scotty opening an attack order battle.
This would even out things and make swings toward control depend more on skill and less on numbers, as it presently is.

Sometimes it affects Dust. Whenever one faction holds practically every single district, when you select FW, Scotty will insistently come up with a matchmaking error because it can't find any districts to attack. It stays like this until one is available to attack and no matter how well the other faction plays, they'll eventually lose it again because it'll be bombarbed by attacks.
This system means one faction will always inevitably progressively get closer to 100% control and the small spikes of opposition mustered by the other faction will be undone easily.
So whether or not we get to play is actually not the point, it's that the way battles are opened make it a slanted system by default.

Doing that without changing how Scotty matchmakes would result in it returning an error for a lot more prolonged period of time. Then as the timers on conquered districts run out, it would delve into the same issue again, until the faction controls all districts again.
