wherein ccp goes beyond the game engine recording what you do, and reacting to that, into the wonderful realm of the engine guessing your motives and rewarding/punishing you on that basis.

Interesting concept, but I really don't think it tries to guess your motives.
So far, I like it, and think that punishment should be extended to be 3 or more kicks from friendly kills in a week, you are banished for a longer period. Maybe even for those people, there would be some type of flagging so that others know that you have killed friendlies, and have been punished for that number of times in a week.
Male or female, noob or pro, my SR is steady, and my trigger ready.

We don't really "kill" anyone. They're immortal, remember? So, it's an ISK/cloning problem. So, the punishment should be the ISK in the suit you killed and the clone kill doesn't count outside of that.

Clones are an expensive commodity to the employers, losing all clones means defeat, and a teamkill contributes to clone depletion. Teamkills can also be a major distraction or setback to a team when trying to do something like hack an objective. If teamkilling only had a financial cost, then it would make infiltration my other factions way too easy; they could literally kill every single teammate and ruin the game for their team as long as they can afford it. I don't know if the amount of people you can kill before getting kicked is too high or not yet, but I definitely think being kicked from a battle is a sensible punishment.

Then why even allow FF? If all it is is some way for someone to either get kickbanned or to let well-heeled factions grief, I see no good reason to implement it, other than to waste coding time that could go to something like increased game modes.
