Gallente Assault Bonus states that it gets a 5% reduction in PG/CPU cost of hybrid weaponry per level. This effect does not apply to any tier or variant of the Rail Rifle.
Edit: For the record, Sniper Rifles -do- receive this benefit.

On the standard Gallente Assault (I have the skill at level 5):
Rail Rifle: 23 CPU / 6 PG (base stats: 26/6)
SB-39 Rail Rifle: 40/12(45/12)
SL-4 Assault Rail Rifle: 36/12 (41/12)
Kaalakiotia Rail Rifle: 74/17 (84/17)
Isukone Assault Rail Rifle: 68/14 (77/14)
So, essentially I'm getting a CPU reduction but this is the 12% reduction from Light Weapon Operation 4.
Edit: This applies to the Assault G/1-Series and Assault GK.0 as well.

Yes its not working all you have to do is take a gallente assault suit and put no fittings just the rail rifle and you get no effect. proto rail is useing 17 more cpu than my dullvale thats not right and the pg stays the same no reduction. so we are not geting the assault hybrid bounus just the cpu reduction from light weapon operation please fix.

yes easy to do just take a Gallente Assault suit don't put any fittings on it only the rail rifle and you can see no reduction from the hybrid bonus of the suit. you will only see a small change to the cpu from light weapon operation. please someone take a pic so we can show CCP.

Done. As can be clearly demonstrated by the red circle, this is an Assault Gk.0 (not a federation issue or aurum variant) clearly indicating that I have Gallente Assault to level 5; the yellow circles highlight that my Prototype Rail Rifle does -NOT- incur the benefits from my suit bonus.

same here, i'm so releaved that i'm not the only one experiencing this.. my particular suit i tried fitting to was a G/I (advanced) with lv 3 in gallente assault skill with a standard lv 1 combat rifle.. |

Same problem. Rail Rifle fitting doesn't benefit from the racial bonus for Gallente assault. |
