Push to talk button, useless, most mics have a mute button on them.
A button to pull up the scoreboard, and one for the map, and the start button to go into the map anyway and be able to pull up the neocom, and select to pull up the chat lists.
Here's my proposal, Eliminate the current function of up left and down on the D-pad. make the start button pull up the neocom and not the map, then make a new tab in the neocom in game called Battle info (not sure if that one is already there but it seems appropriate) and include subsections to view the scoreboard, bring up the map, hell you could even move the off map support and vehicle requisition tabs here and completely open the entire D-pad to do whatever the hell you want with, put in strategic order wheels to allow your squad and/or team obtain intel from you or request transport or armor repair or ammo or backup, allow your team to put up markers or waypoints. Maybe could use these as hotkeys for active modules (if they ever come out for infantry). This is all of course provided that the menus become fluid enough that you can pull up the neocom and the map and the scoreboard without much loading time but it's a thought.
Side note: At least the team chat tab should be visible to notify the team when someone has a message to pass along, not many people care to hit select every couple of minutes to check if blueberries have anything to say.

Especially the orbital screen in particular should not move from D-pad. Putting it in the start menu would take far too long and I would ultimately die in the process every time. Start-->Battle info-->Off Map Support--->Orbital Strike, Then the map opens and choose your location, how is this longer than the current system?

I'd still stick with communication and this kind of idea reminds me of metal gear online's communication, you could talk by mic or by text also (except typed messages always appeared at the bottom of the screen and you didn't need to load a communication tab to see it) but on the D-pad it had more forms of communication.
It effectively turned the D-pad into a set of hotkeys for quick phrases that your character would say, you can press any button to open a submenu of phrases, which hitting another d-pad button would allow your character to say that particular phrase; so basically each 2 button combination was a command that your team could hear, allowing up to 16 phrases.
Something similar could be done easily done with this game as we already have the point and click squad order system, all you have to do is make more of them and give them to squaddies to use (without extra points)
